At the next meeting, the Dnipro City Council will consider the issue of awarding Anatoliy Bulat, academician of the National Academy of Sciences of Ukraine, the title of "Honorary Citizen of Dnipro," according to the text of the relevant draft decision.
The project states that the title is proposed to be awarded for Bulat's scientific activity in the field of rock mechanics, as well as for his title of Honored Worker of Science and Technology of Ukraine.
The document was prepared on the basis of two acts: a letter from the city council secretary dated July 8, 2026, and a protocol from the specialized commission on awarding honorary titles, drawn up on July 6.

Biography and scientific activity
Bulat was born on December 17, 1947, in Dnipropetrovsk, and graduated from the local Mining Institute. His entire subsequent professional career is connected with the M. S. Polyakov Institute of Geotechnical Mechanics of the National Academy of Sciences of Ukraine: starting as a laboratory assistant, he eventually headed this institution. He defended his Ph.D. thesis in 1978, and his doctoral thesis in 1989; he was elected a full member-academician of the National Academy of Sciences of Ukraine in 2000.
His scientific interests include the mechanics of rock masses, coal mining technologies, and methods of regulating rock pressure. According to his biographical справка, the scientist has authored over 500 scientific works, including 22 monographs, and the number of patented inventions exceeds 100.
Among state awards, Bulat has been honored with the State Prize of Ukraine in the field of science and technology and the O. M. Dynnik Prize of the National Academy of Sciences of Ukraine. He was awarded the title of Honored Worker of Science and Technology of Ukraine in 1997, and the Order of Prince Yaroslav the Wise, V degree, in 2018.
Entry into force
If the city council approves the project, the decision will come into force on the day of its publication. The project also stipulates that control over the implementation of the document will be assigned to the city council secretary and the head of the standing commission on local self-government development, international relations, and energy saving.
