The Dnipropetrovsk OVA wants to cover up to 30% of the first loan payment from the regional budget for veterans and IDPs who are purchasing housing under the "eOselya" program. The relevant proposal was sent by the head of DniproOVA, Oleksandr Hanzha, for consideration by the regional council session.
The state already finances 70% of the first payment. The regional portion would cover the rest – meaning program participants would effectively have no initial out-of-pocket expenses. The initiative applies to housing worth up to 2 million hryvnias.
For this, the OVA proposes allocating 7.2 million hryvnias: 3.6 million separately for veterans and for IDPs.
Interest rates under the state program differ for the two categories: veterans receive mortgages at 3% per annum, while IDPs receive them at 7%. Applications are submitted via "Diia," after which the bank verifies documents and decides on lending.
Since the beginning of the year, 111 people in Dnipropetrovsk region have used "eOselya."
