Incomplete studies at a higher or specialized secondary institution can be included in the insurance record even without a diploma. This clarification was published by the Ternopil department of the Pension Fund of Ukraine.
There is one condition: the studies must have taken place before January 1, 2004. That is when the new rules for pension insurance came into force, but for previous years, the old rules for calculating the record were preserved.
What was included in the record before 2004
According to the legislation at that time, the work record included:
full-time study at higher and specialized secondary educational institutions;
study at vocational schools and training courses;
advanced training and retraining;
postgraduate studies, doctoral studies, clinical residency.
Preparatory departments of higher education institutions do not fall under this rule: the time spent there is not included in the record.
What documents are needed for confirmation
The simplest way to confirm the fact of study is an entry in the work book. It has legal force if it contains the details of the order of enrollment and expulsion or the number and date of the education document.
If there is no such entry, other documents will suffice:
diploma, certificate, or ID;
certificate based on archival data;
certificate of the duration of study indicating the completed course or its separate stage.
A study course covers one full academic year: semesters, final assessment, and holidays. The beginning and end of each course are recorded by separate orders of the institution.
If a student left after completing one course or part of it, this period can still be taken into account if the relevant documents are available.
