The Dnipro City Council is considering a draft decision on the subordination of the Communal Enterprise "City Ritual Service" to the Department of Environmental Policy. It is important to distinguish between two enterprises immediately: this project concerns only the Communal Enterprise "City Ritual Service," while the Communal Enterprise "Ritual Service" is a separate legal entity in the process of termination and remains in the list of the Department of Improvement and Infrastructure under number 4.5.
The project provides for changes in both registry sections. In the section concerning contributions to the authorized capital, the enterprise is proposed to be removed from the list of the Department of Improvement and Infrastructure and transferred to the list of the Department of Environmental Policy under number 15.4. In the section concerning financial support, it is to be transferred to the same department under number 13.3.
The basis for this is the City Council decision dated November 16, 2022, No. 6/29 "On Financial Support and Contributions to the Authorized Capital of Communal Enterprises of the Dnipro City Council." Changes are being made to Appendix 1 of the Program for Financial Support and Contributions to the Authorized Capital of Communal Enterprises for 2023-2029.
Currently, the Communal Enterprise "City Ritual Service" is listed under number 2.5 in the section concerning contributions to the authorized capital, and under number 4.20 in the section concerning financial support, both within the list of the Department of Improvement and Infrastructure. After the enterprise is removed from these lists, the remaining items will be renumbered.
The financial support section, to which changes are being made, covers funds for capital investments, acquisition of fixed assets, replenishment of working capital to cover current expenses, and other measures related to the economic activities of communal enterprises.
If the deputies support the project, the decision will come into force on the day of its official publication. It can be appealed to the Dnipropetrovsk District Administrative Court within six months from this date. Control over its implementation is proposed to be assigned to the Deputy Mayor for the activities of executive bodies - the director of the Department of Economy, Finance, and City Budget - and the head of the City Council's standing committee on budget and finance.
