Ukrainian legislation provides a whole set of state guarantees in the field of education, health improvement, and social protection for children of internally displaced persons. This is reminded by the Chernivtsi Regional Military Administration. The benefits cover all age groups - from kindergarteners to college and university students.
Education: what is provided at each level
The youngest - preschool children - can count on a simplified procedure for enrollment in preschool educational institutions and free meals during their stay there.
Schoolchildren-IDPs are also enrolled in educational institutions on a preferential basis. Those who attend school in person or study in a mixed format additionally receive free hot lunches. First-graders are entitled to a one-time cash assistance "Schoolchild's Package" - 5,000 hryvnias.
For students, a wider list of support is provided depending on the type of institution:
Vocational education institutions: social scholarship, priority settlement in a dormitory, free accommodation and meals.
Colleges and higher education institutions (full-time, state-funded): social scholarship, transfer to vacant state-funded places, priority right to a place in a dormitory, discount on accommodation in certain institutions. For applicants from temporarily occupied territories, a simplified admission procedure applies.
To use any of the educational benefits, a certificate of IDP status must be attached to the standard package of documents.
Health improvement and family support
The "eHealth" program allows you to receive 14,165 hryvnias to pay for a voucher for a child aged 7 to 18. The funds are credited to a special card and must be spent within three months - exclusively on the purchase of a voucher to a health resort.
Separate payments are provided for families who have taken in a child who has been left without parental care due to the war. The "Child is not alone" program provides such families with social assistance for a period of six months; the specific amount of the payment depends on the child's age and health status. Adopters of IDP children can receive cash assistance in the amount of 41,280 hryvnias per child, as well as paid leave and social support.
