Since the beginning of 2023, 116 enterprises have received grant support within the ERP program – together they have created 245 jobs. Applications are currently open, and selection is competitive: a business idea should involve profit growth and the preservation or creation of jobs, reports the Kyiv City State Administration, citing Mercy Corps.
Enterprises from Kyiv, Kyiv, Chernihiv, Dnipropetrovsk, and Odesa regions can apply. Areas with active hostilities, as well as territories with limited access or increased risks for business, are not included in the program.
Small and medium-sized businesses can apply for a grant of up to $20,000 USD – these funds are intended for the purchase of essential production assets. Micro-enterprises have a separate limit – up to $2,600. The program is aimed at businesses affected by the war that seek to resume operations.
The program is implemented by the international humanitarian organization Mercy Corps with the support of Switzerland through the Swiss Agency for Development and Cooperation (SDC). In September 2026, the organization will change its name to Prosper Global.
Terms of Participation
The business must be officially registered and operate in one of the specified regions.
The enterprise must have at least one employee, continue operations, and not be in the process of bankruptcy or liquidation.
Mandatory conditions: absence of debts and court decisions, no connections with sanctioned individuals, experience in doing business, and willingness to invest own funds.
The project must involve the creation or preservation of at least three jobs for internally displaced persons or local residents.
Applications are submitted online via the form on the uerp.mercycorps.org website. Due to the large number of applications, processing may take up to six weeks.
