For residents connected to the "Aulsky Vodovod" (Aulsky Water Pipeline), the water tariff has not changed: UAH 26.12 per cubic meter with VAT - UAH 13.42 for water supply and UAH 12.70 for wastewater disposal. During martial law in Ukraine, a state policy of restraining prices for utility services for the population is in effect, so this rate remains valid.
After the regional council's decision became public, a false interpretation emerged: allegedly, UAH 76.92/cubic meter is the new tariff for everyone, including ordinary consumers. This is not true. Ukrainian regulatory policy distinguishes between an "economically justified tariff" and an "applied tariff for the population." The difference between them - more than UAH 50 per cubic meter - is covered not from residents' pockets, but from the state or local budget in the form of a subvention. It was precisely to give the enterprise the legal right to receive this budget compensation that the regional council approved the new rates - and not to charge the difference to citizens.
Decision No. 627-30/VIII was adopted on July 31, 2026, and the new tariffs come into effect on August 1, 2026. They approve adjusted rates for centralized water supply and wastewater disposal for KP DOR "Aulsky Vodovod". The reason was a significant increase in the cost of services - due to rising electricity prices, materials for water disinfection, fuel, and increased tax rates; previous tariffs no longer covered the enterprise's actual costs.
Tariffs for non-business entities in the field of water supply
For consumers who are not business entities in the field of centralized water supply, the total tariff for both services is UAH 76.92 per cubic meter with VAT. It consists of two parts: water supply - UAH 31.44/cubic meter without VAT (UAH 37.73 with VAT) and wastewater disposal - UAH 32.66/cubic meter without VAT (UAH 39.19 with VAT).
A separate category is wholesale water utilities, i.e., business entities in the field of water supply and wastewater disposal that receive water from "Aulsky Vodovod" for further distribution. For them, lower wholesale rates apply: water supply - UAH 19.58/cubic meter without VAT, wastewater disposal - UAH 23.91/cubic meter without VAT. The legal formulation "consumers who are not business entities in the field of centralized water supply" covers all end consumers, except for such water utilities: commercial enterprises, individual entrepreneurs (FOP), budgetary institutions, and household consumers - but for the latter, as mentioned above, a separate regulated rate applies.

The publication of the decision caused a wave of discussions among residents of the region - figures without explanation gave the impression of an almost threefold increase in the cost of services for everyone. However, it is worth waiting for an official clarification from the management of KP DOR "Aulsky Vodovod" regarding the procedure for calculating payments for August 2026.
