Combat operations, business relocation, and the influx of internally displaced persons have changed Dnipro's labor market: the city is experiencing a shortage of workers in certain professions. The new employment program is primarily aimed at those who find it most difficult to find work - displaced persons, veterans, people with disabilities, and citizens over 50.
The Dnipro City Council is considering extending this program for another five years - until 2031. According to the draft decision, 5,000 unemployed people are planned to be involved in paid public and other temporary works: one thousand annually. If the deputies support the document, the updated program will come into force on January 1, 2027.
The total funding is UAH 67 million 117 thousand. Estimated distribution by year:
2027 - UAH 12 million 29 thousand
2028 - UAH 13 million 74 thousand
2029 - UAH 14 million 4 thousand
2030 - UAH 14 million 4 thousand
2031 - UAH 14 million 4 thousand
The figures may change depending on revenues to the city budget. Specific types of public works will be determined annually.
In addition to the city treasury, funds may come from the Compulsory State Social Insurance Fund in case of unemployment, enterprises, investors, charitable organizations, and international partners.
Employment and business support
The program provides for job creation and employer support, the development of self-employment and small and medium-sized businesses, as well as measures against shadow employment.
Training, education, and digital tools
Other areas include professional training and retraining to meet market needs, the development of dual education and a city online job platform, and career guidance for young people.
