New transfer limits for individual entrepreneurs in Ukraine came into effect on August 14. The changes concern the procedure for making payments and are related to the strengthening of financial monitoring in the field of payment services.
According to the material classifier, the new rules are enshrined in the Memorandum on the Transparency of the Payment Services Market. The document defines the conditions under which banks are obliged to check entrepreneurs' transactions.
What will change for individual entrepreneurs
New transfer limits for individual entrepreneurs have been in effect since August 14.
From November 14, 2026, the limits will be further reduced.
Banks will pay special attention to individual entrepreneurs registered less than six months ago.
Exceeding the established limit does not automatically mean a violation of the law.
If the limit is exceeded, the bank may conduct additional financial monitoring.
Thus, exceeding the limit in itself does not entail legal liability, but it may become a reason for an inspection by a banking institution. Entrepreneurs who have recently registered will be under increased scrutiny from financial institutions.
The two-stage reduction of limits - in August 2025 and November 2026 - indicates the gradual implementation of new transparency standards in the payment services market. The final parameters of the second stage will come into force on November 14, 2026.
