On Thursday, September 10, in the afternoon, Russian troops struck the central part of Pavlohrad. The target was the area of the shopping and entertainment center – one of the busiest places in the city during the daytime. The explosion ignited parked cars, trade pavilions, and a store; fires engulfed several civilian objects in the city center. Rescuers, police, and emergency services arrived at the scene to extinguish the fire and document the consequences of the attack.
Casualties and Injuries
According to the final data from the head of the Dnipropetrovsk OVA, Oleksandr Hanzha, four people died, and over 60 were injured. The numbers increased throughout the day: initially, two dead and at least 18 injured were reported, then three dead and 34 injured, and only in the evening did the OVA confirm the final count.
Among the injured were three children. Hanzha clarified that these were boys aged 13, 14, and 15. All injured were hospitalized, and medical assistance is being provided.

Reaction and Further Steps
The Minister of Internal Affairs of Ukraine, Ivan Vyhivskyi, was on a working visit to the Dnipropetrovsk region that same day. He was one of the first to confirm information about the strike when the data was still preliminary:
We already have information about two deceased people. My condolences to their families and loved ones. At least 18 people were injured. Rescuers and police are working at the scene.
That same evening, an expanded meeting was held in Dnipro with the participation of Oleksandr Hanzha, representatives of the security and defense forces of the region, people's deputies, and heads of units of the Ministry of Internal Affairs system. The participants discussed the consequences of the strike on Pavlohrad and issues of protecting the civilian population from further attacks. Pre-trial documentation of the consequences of the strike is ongoing.
UPDATE:
As of 8:00 p.m., five people have been killed as a result of the Russian Federation’s attack on the city of Pavlohrad. Sixty-seven people, including eight children, were injured. This is yet another war crime committed by the Russian Federation against the civilian population.
