Indictments have been filed in court against two individuals — the owner of a residential building in Nikopol and a private forensic expert. They are accused of fraud, document forgery, and abuse of power, which led to severe consequences. This was reported by the prosecutor's office.
According to the pre-trial investigation materials, in December 2024, the owner of a house damaged by shelling ordered a deliberately false conclusion from a private forensic expert about the complete destruction of the dwelling — to illegally obtain compensation under the "eRecovery" program.
"The expert prepared and issued a forged conclusion, stating that he personally traveled to the front-line city and conducted a technical inspection of the object. At the same time, he did not actually visit the site, and the house was not destroyed — it only had roof damage, while other damages resulted from prolonged use," the report states.
Based on the forged conclusion, the homeowner applied for compensation. In February 2025, he was issued a housing certificate for almost UAH 1.5 million, with which he purchased an apartment in a new building in Dnipro. However, according to the Compensation Procedure, he was only entitled to a payment for repairs — up to UAH 200,000.
The fact that the house was damaged, not completely destroyed, was confirmed by an independent examination. Prosecutors recorded the condition of the object using drone aerial photography, then conducted an inspection and initiated a corresponding examination.
Charges have been filed under Part 5 of Article 190, Part 2 of Article 358, and Part 3 of Article 365-2 of the Criminal Code of Ukraine — fraud, document forgery, and abuse of power, which led to severe consequences.
