An employee of one of the Dnipro clinics has been sentenced for large-scale fraud in the field of palliative care. During 2024-2025, he systematically entered records into the medical information system about visits to 33 seriously ill patients who, in fact, were never visited. The investigation began in March 2026, and on April 13 of the same year, the judge of the Chechelivsky District Court of Dnipro approved an agreement with the prosecutor and sentenced the defendant to 3 years of probation with a probationary period of 1 year. By that time, the man was already serving in the military as a platoon commander - and it was in the status of a serviceman that he appeared before the court, where he admitted his guilt.
Over 450 thousand hryvnias of budget funds
Each fictitious entry in the system automatically became a basis for budget payments. In total, the clinic received UAH 450,885 in state funds: over UAH 145,000 in 2024, and over UAH 305,000 in 2025. According to the agreement with the prosecutor, the man undertook to reimburse UAH 450,000 to the military unit's account - and transferred this money even before the verdict was pronounced.
How the scheme worked
The man was responsible at the institution for organizing mobile palliative care - a direction in which doctors themselves come home to people with serious diagnoses, and all expenses are covered by the state without any additional payments from the patient. It was this funding model that became the vulnerable point.
To forge records, the defendant used the credentials of colleagues: logins, passwords, and electronic signatures of the clinic's doctors allowed him to independently generate records of supposedly provided services. How the fictitious visits were detected is not specified in the court verdict.
