On June 30, 2026, at the plenary session of the LXXVI session of the Kryvyi Rih City Council, two electronic petitions concerning KP "Kryvbasvodokanal" and water supply quality were not supported.
The Secretary of the City Council, acting Mayor Yuriy Vilkul, announced this decision on the official website of the council. Regarding petition No. 162026-EP "Resignation of Serhiy Markov, Director of KP "Kryvbasvodokanal"," it was stated:
"On 30.06.2026, at the plenary session of the LXXVI session of the Kryvyi Rih City Council, the petition was not supported."
The same decision was made regarding petition No. 222025-EP "Quality water for Kryvyi Rih residents at a fair tariff!".
The author of this petition, Kryvyi Rih resident Svitlana Ostapchuk, submitted the document on June 25, 2025. Initially, the city council rejected it at the moderation stage, but after a court review that deemed the refusal illegal, the petition was published for signature collection. The required number of votes was collected in time. The petition concerned the quality of water supply and sewerage services of KP "Kryvbasvodokanal" and fair tariff setting.
Another petition, "Resignation of Serhiy Markov, Director of KP "Kryvbasvodokanal"," was registered on May 27, 2026, by Yevheniya Bykova. She pointed to long-standing problems with water supply quality, the non-transparency of the enterprise's work, and numerous complaints from residents, calling for an independent audit. The petition quickly gathered the thousand votes required for consideration.
Nataliya Shyshka, a deputy of the Kryvyi Rih City Council, who was absent from the meeting due to health reasons, commented on her colleagues' decision on Facebook. She believes that the city council does not represent the interests of the community and does not make independent decisions.
"The Kryvyi Rih City Council is non-subjective. That is, it is an body that in reality decides nothing in the life of the city. In reality, it does not represent the community. Not because it lacks powers or the city lacks resources, but because the city council is formed on the basis of political corruption and is based on ordinary corruption. You can turn off the lights and drain the water," the deputy wrote.
Kryvyi Rih activist Tetiana Melnychenko, who has repeatedly criticized the local authorities in the field of water supply, also expressed her position. She noted that the deputies ignored the community's position by not supporting petitions for the dismissal of the enterprise's head and the improvement of water supply quality. Melnychenko reminded that this month residents will receive their first bills after the increase in service costs.
The activist reported that she is challenging the executive committee's decision to approve new tariffs for water supply and sewerage in court. According to her, the Dnipropetrovsk District Administrative Court opened proceedings in case No. 160/15484/26 and will consider the lawsuit in the general procedure. At the same time, the court denied the provision of the lawsuit – that is, it did not suspend the tariffs during the consideration. Melnychenko stated that she would continue the legal challenge.
