The head of a municipal enterprise subordinate to the Dnipro City Council has been served with a notice of suspicion for embezzlement of property by abuse of office on an especially large scale under martial law. The total amount of damages established by the investigation is UAH 1.7 million in budget funds. This was reported by the Dnipropetrovsk Regional Prosecutor's Office.
How the scheme worked
During 2025–2026, the director officially hired at least four individuals who never actually worked a single day. Despite this, they were regularly paid salaries and accrued insurance seniority. According to law enforcement, all these funds actually ended up in the director's own pockets.
During the investigative actions, law enforcement officers conducted 11 searches - on the territory of the enterprise itself, as well as in the residences of the director, accountant, and individuals formally listed on the staff. As a result, financial documents, draft records, and cash in various currencies totaling about UAH 1.4 million were seized. A separate finding was bank cards of individuals who, according to the investigation, were formally employed by the enterprise only on paper - they were found with the director.
Currently, the court is considering the issue of a preventive measure. The prosecutor's office is seeking detention with the possibility of bail in the amount of UAH 3 million.
