Ombudsman Dmytro Lubinets reacted to the incident in Kamianske: he instructed his representative in the Dnipropetrovsk region to ascertain all circumstances of the event.
Requests for inspections have been sent to the Military Law Enforcement Service and the Dnipropetrovsk Regional Territorial Center for Recruitment and Social Support (TCC and SP). The inspection is to establish four questions:
the legality of the actions of the participants in the incident;
the grounds for the use of physical force;
the circumstances of the use of balaclavas;
the circumstances of the man's detention.
The reason was a video from social networks. In the recording published by the Ombudsman, TCC and SP employees forcibly detain a man and put him into a service vehicle. Some of the participants in the event were wearing balaclavas.
The video also shows a woman who tried to intervene and, apparently, was affected by pepper spray - this detail requires additional confirmation.
The official position of the authorities and the results of the inspections will be made public after all circumstances have been established.
