On July 29, law enforcement conducted nearly 100 searches in Dnipro and the Dnipropetrovsk region. The investigation links them to the embezzlement of budget funds: companies controlled by the scheme concluded contracts worth almost 800 million hryvnias over three years of full-scale war.
Specific episodes cover two cities. In Dnipro, according to the investigation, the suspects appropriated about 1 million hryvnias allocated for the restoration of water supply networks. In Kharkiv, almost 2.8 million hryvnias intended for the repair of an apartment building damaged by a Russian strike. The budget, according to the investigation, paid for work that was only partially completed or not completed at all.
The prosecutor's office qualifies the discovered structure as a conversion center. Its organizer, according to the case materials, managed more than 20 enterprises participating in public procurement from a Dnipro office.
The investigation established that the companies had the necessary construction licenses and permits, which allowed them to win tenders through prior collusion. The participants in the scheme inflated the cost of materials and completed works, and entered knowingly false data into the acts of completed works.
The received funds were converted into cash through the same center. The organizer kept 15% of the total turnover of the scheme.
