Ukraine has imposed four packages of sanctions against structures that feed the Russian war machine, said Vladyslav Vlasiuk, authorized representative for sanctions policy. The packages cover representatives of occupation administrations, individuals involved in the economic exploitation of captured territories, army suppliers, and producers of animated content.
Among the sanctioned structures are LLC "Masha and the Bear", "Animaccord Studio" and "MiM Studio". According to Vlasiuk, the goal is to block the use of children's media products as a tool for propaganda and influence on Ukrainian children.
The introduction of sanctions gave Ukraine legal grounds to appeal to global platforms. In particular, Ukraine can demand that Netflix and YouTube block the monetization and distribution of these companies' content to the Ukrainian audience.
Occupation administrations and political figures
Two individuals on the lists are associated with the occupied part of the Kherson region - Yuriy Turulov and Sanal Adyaev. Vlasiuk explained: sanctions of this type target those who ensure the administrative and legal integration of captured territories and their economic exploitation, including the illegal export of Ukrainian grain.
Deputy Viktor Kushnir was included in the lists for supplying drones and equipment to the army through private and political networks. Deputy Chairman of the Russian State Duma Sergey Baburin - for publicly promoting claims about the "legitimacy" of the occupation of Ukrainian territories and denying Ukrainian identity.
RUSAL aluminum plants
The sanctions covered four enterprises of the group and the managing company:
Sayanogorsk Aluminum Plant
Krasnoyarsk Aluminum Plant
Bratsk Aluminum Plant
Urals Aluminum Plant
"Russian Aluminum Management" and its management
Aluminum is a critical raw material for Russian aviation, missiles, and artillery. Ukraine is seeking decisions from the EU or the Irish government that will limit the supply of alumina from Aughinish Alumina to these enterprises.
Crimean Institute of Unmanned Technologies
The "Crimean Research Institute of Unmanned Technologies" was included in the lists - a structure initiated by Sergey Aksyonov. The institute develops FPV drones, electronic warfare and artificial intelligence systems, and also trains operators and engineers of unmanned systems.
Two other individuals are "Metal Industry", which supplies metalworking equipment and software to enterprises of the Russian military-industrial complex, and "Scientific and Production Enterprise "Engineering and Industrial Company"", which manufactures special equipment for the Russian military.
According to available data, in 65 out of 85 regions of Russia, real budget revenues in 2025 were lower than in 2021 - the last full year before the full-scale invasion. In 52 regions, more was spent than before the start of the war.
